Reasons for Delay in Making the First Constitution of Pakistan

Chapter 3: Constitution of Pakistan

SLO Content

After independence in 1947, Pakistan faced several political, administrative and social challenges that delayed the making of its first constitution. Although the Constituent Assembly was established to prepare a constitution, disagreements among leaders and difficulties in creating a suitable political system caused a delay until 1956.

Reasons for Delay in First Constitution of Pakistan

Point 1
Political Instability

Pakistan faced political instability after independence due to frequent changes in leadership and disagreements among political groups. The death of Quaid-e-Azam in 1948 and the assassination of Liaquat Ali Khan in 1951 further affected political progress.

Point 2
Differences Between East and West Pakistan

There were disagreements between East and West Pakistan regarding representation, language and distribution of political power. These differences made it difficult to agree on constitutional arrangements.

Point 3
Debate Over Islamic Principles

Leaders had different opinions about how Islamic principles should be included in the constitution. The debate over the role of Islam in the state created delays in finalising constitutional decisions.

Point 4
Constitutional Disagreements

The Constituent Assembly faced disagreements over important issues such as the form of government, distribution of powers and representation of provinces. These differences slowed down the constitution-making process.
